The Board

The Board of the Citizens League currently consists of six individuals committed to engaging our Member Citizens to find solutions to County challenges. We anticipate adding two more Board members in the coming weeks. With members from different backgrounds and perspectives, the Board is able to post their opinions and positions on a wide array of issues. Dan Hoffman currently serves as the President of the Randolph Civic Association and is a member of the Western Montgomery County Citizens Advisory Board.

Barnaby Zall is the founder and Co-Chair of Friends of White Flint, a non-profit organization which promotes a sustainable, walkable and transit-oriented community in the White Flint area of North Bethesda.

Jaclyn Lichter is the Director of Legislative and Intergovernmental Affairs at the Maryland Department of Labor, Licensing and Regulation.


Oscar Ramirez

Oscar Ramirez is President of the Montgomery County Hispanic Democratic Club and a former member of the Montgomery County Democratic Central Committee.

Tedi S. Osias is the Director of Legislative and Public Affairs at the Housing Opportunities Commission of Montgomery County.

Richard Parsons is President of Parsons & Associates, a public relations and strategic communications firm serving non-profit and private-sector clients in the Washington area.


Henry Hailstock

Henry Hailstock
Henry Hailstock is a native of Washington, D.C. and a product of the District of Columbia Public School System. He completed his undergraduate studies at the University of Maryland University College. Henry is the immediate Past President, Montgomery County Branch, NAACP. He has resided in Montgomery County for over 30 years.
